In 2003 Cornwall County Council, the six district/ borough councils and the Government made a Local Public Service Agreement (LPSA1) with the intention of further improving services to local people. The agreement is comprised of 12 performance targets to be achieved between 2003 and 2006. Target 8 ‘Energy Deprivation’ was prepared by CSEP on behalf of the councils and in negotiation with ODPM. This is one of the UK’s first pioneering fuel poverty LPSA targets.
The LPSA came with £100k pump priming funding which CSEP used to fund:
