The Hard to Treat Homes in Cornwall paper was prepared by CSEP at the request of ODPM and DEFRA and can be downloaded here in PDF format.
It describes the treatment options for improving the energy efficiency and affordability of homes that are not suitable for conventional loft and cavity wall insulation.
Purpose :for consideration when government schemes for the relief of fuel poverty are being reviewed.
The paper was written as part of the 2003-2006 Local Public Service Agreement between Cornwall County Council and the Government.
